That's clearly a problem, which is why the head of the Commonwealth has to be as popular, or at least inoffensive, as possible.

There was also some suggestion on the news reports of the Queen's speach where she suggested Charlie as the next head that a broad agreement would already have been obtained before she made that speech, presumably to stop her looking like an idiot. So it's doubtless the kind of thing that gets floated, discussed, and largely agreed well in advance of the actual announcement.

The answer to that is to stick in a non-random, carefully chosen politico. suze mentioned above that Nelson Mandela would probably have fit the bill. Admittedly there are few statesmen of his stature anywhere in the world, but it's not impossible that someone suitable might be available who isn't white and privileged.
