It's probably someone's logo, although it's similar to Unicode character U+2048 - a Question Exclamation mark.

It's an interrobang.

This is a rather spurious piece of punctuation, which is (occasionally) used to expressed surprise or shock.

For instance, "You spent how much (interrobang)"

The same effect can also be achieved by using ?!, which is rather easier to type - since interrobang isn't in many standard fonts. (I think it's in Wingdings 2 or some such, and its Unicode value is U+203D.)

Even less commonly used is the inverted interrobang, formed from the inverted query point and exclamation point used in Spanish. This is facetiously known as gnaborretni and has been provisionally allocated Unicode point U+2E18, pending evidence that anybody actually uses it.

Interrobang sounds like a questioning technique using loud noises to disorientate the suspect.

Interrobang is a splendid, splendid word. I'm going to have to try to slip it into a conversation somewhere.

My initial thought on the symbol, before reading the rest of the thread, was that it was a Questlamation Mark, which doesn't really have the same kind of zing to it.

Since ? is an abbreviation of 'quaero' (Latin:query), and ! is abbreviation of 'Io' (Greek:joy), then I suggest a better word for ?! 'interrobang': querio

Invert it and put a Q next to it so that it becomes Qi? (I don't know how to do the inverted ? so you'll have to imagine that bit).

It also sounds pleasingly like the sort of punctuation mark the knights errant might ride out from Camelot to pursue. Probably King Pellinore used them to identify prose written by his ever elusive quarry.
