According to Wiki, the effect of the torture is more to do with being restrained than with the water dripping:

That's true, I saw Mythbusters on the Discovery channel the other day and they were testing whether it really works. A woman was restrained and the water dripped on her forehead and she was in much more distress than a man who was sat in a comfy chair with water dripping on his forehead.

Like Jenny was saying, with the water torture its to do with being restrained. My afterthought to that was that when your restrained under a constant drip, you dont know how long your gonna be under it and the sheer boredom would, I should imagine, drive you nuts. Being restrained makes it clear to you that you cant escape from the waiting, boredom and repetition of it all. Now if I could torture someone I really hate, Id skin them alive and chuck them in a large vat of salt.

In series one of 24 Jack Bauer threatens to torture someone by pushing a towel down his throat and then allowing it to be pulled into his intestines so that when he pulls it out again it would pull all of his guts out with it (or something along those lines). I've always wondered if it would actually work.
