Is not something a wise man said. It was an entry to a New Statesman lit. comp. about twenty years ago. Readers were asked for meaningless proverbs.

There's a fairly good collection of these in a little book called "Minims - or, man is the only animal that wears bow ties".

    The bigger they are, the harder they hit.

As for truly meaningless "proverbs", many years ago a group of my friends and I had an informal competition for the most profound-sounding yet meaningless line. The winner (apparently inspired by "...and she's no better than she ought to be ...") was, "Aye, well - true is true as true as does."
