The 3rd QI Book of General Ignorance on page 1 states that the largest waterfall on land in terms of volume is the Guairį Falls. However, whilst these falls used to be the largest, in 1982 they were completed submerged by the development of the man-made Itaipu Dam reservoir, one of the seven modern Wonders of the World, as elected by the American Society of Civil Engineers in 1994. The world's largest waterfall on land by volume, according to the World Waterfall Database, are now either the Inga Falls or Wagenia Falls (Stanley Falls), depending on their classification with respect to rapids, both found within the Democratic Republic of the Congo.

waterfall by volume seems open to interpretation?

The Amazon "falls" continuously along its length and so must possess the largest waterfall near its mouth.
