Lally Gagging or Lolly Gagging wrong definition?

This to be idle or dawdle I thought, nothing to do with firting?

From around 1900 it came to mean being idle, but the original meaning seems to have meant flirting.

Lally Gagging seems to have been the original spelling, which has turned into Lolly Gagging.

Supposedly, an 1868 issue of the Northern Vindicator has the following line, but I can't find a copy online:

Quote:
The lascivious lolly-gagging lumps of licentiousness who disgrace the common decencies of life by their love-sick fawnings at our public dances
