Q. Which countries have carried out unilateral nuclear disarmament?
F: None.
A: South Africa, Ukraine, Belarus, Kazakhstan.

Well, I’d have said “none,” wouldn’t you?

Note: Wiki reckons that due to a “clerical error” Ukraine might still have some missiles; which is rather charming in itself.

And add Kyrgyzstan, Tajikistan, Uzbekistan, and Turkmenistan. But apparently the US is trying to stop it. No doubt they have jolly good reasons as ever.

I seem to remember that the Greater London Council went unilaterally non-nuclear some years ago. Does that count?

I was in India once when there were mass protests in the street in favour of nuclear weapons; it was an anti-Pakistani issue. Now there's something you don't see every day.
