The difference between a ship and a boat in naval terms is that all ships float on the surface of the water, while all boats are submarines

Just a query but in naval terms if all ships float on the water and all boats are submarines then where does the "PT boat" stand in this. The PT boat or patrol torpedo boat was definitely not a submarine?
