Well, the internal combustion engine must have come first, assuming that the petrol-powered internal combustion engine was developed to utilize petrol once that had been invented/made/discovered/whatever.

Wikipedia has that petroleum
petroleum, from Greek: petra (rock) + Latin: oleum (oil)
has been used for thousands of years

But thats not petrol, is it?
If we are concerned only with the modern spark ignition internal combustion engine fuel "Petrol" then I might suggest that it has been around much longer than the petrol, or even any engine but with a different, or even no name. has a reference to distillation of crude oil in the 800's
