Germany WAS an intact and single country when it surrendered on May 7th 1945
The German Instrument of Surrender was signed in Karlshorst, Berlin on the night of 8 May 1945 by representatives of the three armed services of the Oberkommando der Wehrmacht (OKW) and the Allied Expeditionary Force together with the Supreme High Command of the Red Army.
If your armies surrender and official documents are drawn up and signed which begin " We the undersigned, acting by authority of the German High Command, hereby surrender unconditionally... which there were; that war has finished and ended.
Germany and Berlin was only officially chopped up into bits later after the German surrender when it was agreed that administration of post-war Germany would be split into four occupation zones for Britain, France, the United States and the Soviet Union.
