Well they were in fashion in the early 70s and came back in the early 90s.

Interestingly, back in the seventies, especially 1971, the fashion for wearing hot pants started in the winter months and ended around the summer, which begs the question: "Why were you wearing hot pants in February?" - although obviously, this question does not really apply to those living in the southern hemisphere.

I've seen lots of people (including children) wearing hotpants with tights underneath. One of them was wearing pinstripe hotpants and appeared to be on her lunch break from work (this was in my Subway days).

I actually think hot pants are worn more often with tights than without them. Makes sense, too, because you need pretty perfect thighs to make them work and tights tend to make them look slightly more shapely.

There was also a short vogue for them in the early to mid-nineties, and I wore them exactly as described in that NYT article, with opaque tights, boots and a long coat. Would I still do that? Probably not, but I felt pretty cool in them back then.

When I were a lass, in about 1972-4 ish, My sister and I had a pair of hot pants each. I think someone must've given them to us as I can't imagine mum buying them, particularly in the fabric and colours these were in! Brushed nylon in purple and royal blue! Ours had over the shoulder straps. I'm not sure if that was the norm.
Edit - just googled and ours were the 'bib and brace' style.
Noone I know, btw.
