Hi guys - not sure if this has been asked before but it's been bugging me.
Why is it that sometimes the panelists seem to be writing or reading stuff off their notepad during the game? Did they do research on the topic before the show or taking notes of the answers?

I bet they use their notepads to write down any jokes they think of while someone else is talking.

They don't do research on the topic before the show, and I doubt very much whether they take notes of the answers, so I think sebsteff's answer is a very likely one.

I get the impression that Phil Jupitus at least uses it mostly for comedic effect as a prop after he tells a joke.

That's interesting... I remember seeing Jimmy Carr flipping a page when Stephen reads the next question.

Maybe they are told about the topic and some questions just before recording and they prepare some random facts (not research) they already know and some jokes during warm up.

Maybe they do in fact record something noteworthy.

Also, I believe Ben Miller used his notepad to work out the "horizon" equation.

I think it's been denied a few times that the panellists are told the questions before the show.

Considering the way the show works, that a question is asked and the panel may go off on a tangent for a while then come back to the question, I wouldn't be surprised if the panellists write the questions down, or at least the key points, for future reference. And also anything relevant or funny that occurs to them that they can't use immediately.
